I don't think it's a dress. Maybe the girl/woman was really drunk and thought that taking a really big t-shirt and cutting the back out would be a fun thing to do and then she of course had to wear it to show people her new creation... Who is it anyway, you know?

I want to do the something-something meme but I just fell asleep on all of my physics homework and I'm very non-creative and unfunny at the moment. But I love you.
