that slight lisp / speech impediment is that a Christian Bale thing or an acting choice for Batman?

The speech thing, do you mean during the entire film or only in the costume? If the latter, it was a conscious choice. It makes me giggle, but I understand he was trying to disguise his voice. Just so doesn't work for me.

the whole film, I believe. I mean. I know the deep voice and such was a disguise but. I'm sure there was a bit of a lisp for all of it. Hmm.

That's what I think it is. He doesn't sound like that when he's English, but if you watch Batman movies, American Psycho, Newsies... he has that lisp thing. It has to be because he's trying on an American accent.

I think that lisp is something he's had since Newsies, mostly all the time when he's pulling an accent not his own. And then the gravelly Batman voice thing is just...yeah. He's the goddamned Batman.
