She's a member of SHIELD. She's had a long and varied history within the comics, too. She appeared in the second Iron Man movie. Scarlett Johanssen played her. I have no idea how much they've changed in the movie-verse, since they apparently cut some of her footage in IM2 that was supposed to have explained more about her.
