I think Dean doesn't believe in God,because he believes that he has been dealt a poor hand in life. That his and Sam's existence to date,has been so tragic,that what God could he believe in that would allow it.
I think he connects God to fairness,forgiveness and justice.I don't think Dean can see any of those things in his life,his work or in the world.Dean needs to see to believe.
