Castiel once said something along the lines of "When we found out Lilith's plans for you, we laid siege to hell". And Zachariah told Dean that they couldn't tell the "grunts on the ground" the plan or they'd have a revolt (in so many words). Castiel was a grunt. He was only doing what he'd been taught his whole life. And in the end he went against it all for the good of humanity and Dean. So I think he deserves some credit. Just my opinion.
Ruby had to be a "good" demon, because that way Sam could relate to her. He thought "hey, if this demon can be a good person, then there's hope for me after all". He wouldn't have bonded as readily with an angel.
And Dean doesn't trust the angels anyways, save for Cas. So I don't think her being a naughty angel would have changed much.
