According to the official Family Guy episode guide they only got away with using the term [Cleveland steamer] because Seth Green, an actor on the show, told the censors it was a nonsense phrase.

lol ok, I'll just as JJ; he's kind of a flippin' expert on Family Guy. The only problem with that is that I'll have to admit I like Family Guy which I've been actively DENYING in his presence for years lol
