What does this "double rainbow" I keep seeing every where mean? Where does it come from? In what situations should it be used?

Double Rainbow All the Way! ...yeah I don't find it quite as ~hilarious~ as everyone seems to make it. I don' get why sometimes things catch on and become internet sensations. /is lame
